Steve Koehler, CPP, PSP
Steve Koehler specializes in the technical analysis of physical security systems, the application of risk assessment methodologies, and security operations. As a former commando and technical security advisor with over 22 years of experience throughout the Middle East, he has had significant exposure to terrorist threats, hostile environments and organized criminal activity. Through his development and use of adversarial tactics, techniques and procedures, he uses a design basis threat approach to effectively assess and implement protective countermeasures for a variety of industrial, community and maritime security systems.
In his current role, Steve is responsible for operational security, including security assessments, design, security master planning and gap analysis. While pursuing business development in the petrochemical, oil and gas industry for the Middle East region, he focuses on security assessments that use the industry standard ANSI/API 780 methodology, as well as the development of civil and state operational security training opportunities.
Previously, Steve founded QVI, Inc. and provided a range of security consulting services – such as assessments, audits, risk mitigation, disaster response, law enforcement and U.S. Department of Defense (DoD) training. In addition, he coordinated mobile and venue protection for both civilian and government entities in austere environments around the world. As a Security Consultant for SoC, he supported overseas initiatives for the U.S. government. Steve successfully conducted and supported joint operations involving multiple government elements and overcame language and cultural barriers to achieve a positive outcome. In addition, he provided personal protection, surveillance detection, countersurveillance, route analysis and vulnerability and risk assessments for government personnel.
While working as the Technical Advisor of Security Operations for Saudi Aramco, Steve advised the Dhahran Area Industrial Security Operations Department Manager on all security issues for a 6,000-man force. In addition to his role as Quick Reaction Team Coordinator, he conducted security vulnerability assessments for a range of structures from port facilities to residential homes and recommended numerous physical barrier and perimeter improvements for both industrial and community sites.
During his career as a Navy SEAL, Steve served as a Second Class Petty Officer on USN SEAL Team Five, where he underwent continuous training as a SEAL operator to hone sea, air and land operational skills. While deployed to Asia, he maintained operational readiness in support of fleet activities as platoon secondary ordnance representative, platoon primary breacher and platoon secondary medical representative. Steve also served as a Second Class Petty Officer in the U.S. Naval Reserve and trained international/national special weapons and tactics (SWAT) officers in riverine and maritime tactics.
Steve earned his Bachelor of Business Administration in Entrepreneurship and Business Administration from Houston Baptist University. He is a Certified Protection Professional (CPP) and a Physical Security Professional (PSP). In addition, he is a member ASIS International, the UDT/SEAL Association Gulf Coast Chapter, InfraGard and the Energy Security Council.
