Lindsay Morgan, PMP
Lindsay Morgan has built her career leading federal law enforcement Project Management Office teams at the U.S. Department of Justice and U.S. Department of Homeland Security. Specializing in both mission and mission-support emergency management, preparedness and response protocols as well as citizenship and immigration enforcement efforts, she has successfully led multiple DHS Level 1 and Level 2 investments through the implementation of best practices in management, leadership, communications at the SES level, and strategic planning.
At Hillard Heintze, Lindsay is a Project Manager for the firm’s law enforcement consulting practice. In this capacity, she is responsible for managing the operation of independent assessments of police departments under the $50 million Collaborative Reform Initiative for Technical Assistance (CRI-TA) IDIQ for the COPS Office which includes constitutional policing audits and bias-based assessments; community-oriented policing strategies; development and application of crime-reduction strategies; and collaboration, community partnerships, and information sharing. Based in Washington, D.C., Lindsay has established the PMO and oversees the day-to-day activities of the assessments and alignment of its resources, expertise and capabilities with the growing list of cities across the country working towards collaborative reform.
Lindsay’s accomplishments range from planning and facilitating complex methodology development and evaluation for modernization efforts at Immigration and Customs Enforcement (ICE) to implementing federal budgeting and capital planning processes at U.S. Citizenship and Immigration Services (USCIS), and advancing change management and organizational development at Federal Emergency Management Agency (FEMA). She has a strong background working with cross-sections of government at the federal, state, tribal and local levels as well as with the private sector.
Lindsay has also organized and executed a Champions of Change program in conjunction with The White House, and began her career by assisting in the development and implementation of four new revenue-generating initiatives at Anheuser-Busch InBev.
A certified Program Management Professional (PgMP), Lindsay can manage multiple, related projects in a coordinated way, achieving benefits that could not occur if the projects were handled separately. Lindsay also holds a Master of Business Administration in Project Management from the George Mason University School of Business, and a Bachelor of Science in Finance with minors in Global Business and International Studies from Virginia Tech.
