Brian Schwab, CPP, PSP, CHS-I
Since 2005, Brian has established himself as a skilled and flexible leader in all aspects of risk management consulting. He brings to Hillard Heintze, a Jensen Hughes company proven expertise in a vast range of risk components, including security risk management, strategic planning, balancing scorecards, crime prevention through environmental design (CPTED), business continuity and resiliency, incident response training and management, and financial management.
In addition to his work with Hillard Heintze, Brian is the founder and lead consultant of S3 Security & Defense Consultants, where, since 2012, he has provided full-spectrum security solutions to clients. Among the many services he provides organizations in this role, Brian champions comprehensive business continuity and government-centric continuity of operations program plans; implements strategic planning using the SMART format; and reviews and updates human resources as well as emergency operations plans to ensure OSHA compliance. He also merges physical security programs into corporate strategic goals to maximize ROI; identifies risks and develops risk management bodies of knowledge outlining risk management criteria for clients; authors documents establishing baseline levels of infrastructure protection; leverages cutting-edge technology, such as 3D mapping and V.R., with traditional technology to reduce costs and enhance security capabilities; and proactively monitors hundreds of international security-related events while providing security awareness training.
From 2014 to 2019, Brian was the Senior Director, Corporate Security at the National Railroad Passenger Corporation (AMTRACK). Among his many wide-ranging accomplishments in the role, he crafted and proposed security projects that led to the strategic reduction in enterprise security risk across the organization by more than 37 percent in less than 18 months. He reinvigorated the Security Risk Management program to fully integrate the DHS-funded System-wide Multi-Risk Tool into daily planning and resource allocation, saving more than $2 million in federal grant and capital fund sunk costs. In addition, he drove the creation of more than 295 separate physical security projects covering approximately $750 million in risk-reducing security projects. Finally, he overhauled or created more than 70 official security policies or procedures and drove completion of 183 separate Occupant Emergency Plans, resulting in a 100% completion and compliance rate with OSHA regulations.
Prior to this work, Brian served as a Program Management Specialist for the Bureau of Economic Analysis (U.S. Department of Commerce), applying his expertise in risk, security and financial management to many of the organization’s operations. In this role, he created a balanced scorecard for multiple divisions; identified and documented all risks for each department for strategy planning integration; and authored, implemented and conducted training on all facets of the security program, among other essential services. Moreover, he reinvigorated the Continuity of Operations Program plan, resulting in a major increase in the agency’s resiliency ranking within a single year from the worst of 13 agencies within the Department of Commerce to the second highest.
Brian began his career in the U.S. Army, as an Embedded Tactical Trainer (ETT) in Afghanistan, where he first developed his strategic, security and risk management skills. He is ASIS International-certified as both a Certified Protection Professional and Physical Security Professional, and holds a Certification in Homeland Security–I. He earned a Bachelor of Arts from Clarion University of Pennsylvania and is currently pursuing a Master of Science in International Security and Risk Management from the University of South Wales.
