High-impact results in policing and public safety – especially across cities and high-population urban centers – are almost impossible to achieve in the absence of (1) strong and decisive leadership, (2) results-oriented management teams, (3) disciplined command-and-control organizations, (4) highly visible commitments to diversity in hiring and promotion, (5) close and mutually trusting relationships with all communities, and (6) an uncompromising commitment to ethics and integrity.
