Risk, Threat and Vulnerability Assessment — Rigorous and comprehensive application of investigative and analytical techniques to identify and assess the risks, gaps and opportunities to improve the security of a major event. Can include ancillary venues, (e.g., hotel or airport) or event-related assets and business activities of the host organization or country.
Development of Program or Operational Security Plan — Focus areas include security policies, procedures and protocols; security staffing and personnel; and technical and physical security (e.g., access control, monitoring, detection, screening and filtering all personnel, assets, services, vehicles and equipment seeking entry). Other strategic areas include credentialing, background screening, education and awareness, information sharing, intelligence gathering, liaison, and risk management.
Emergency Preparedness Planning — Examination of potential hazards and threats and production of integrated and synchronized NIMS- and ICS-aligned plans tailored to the unique risks of a particular location or environment. Focus on the full lifecycle of a potential crisis and identification of required capabilities for each disaster phase (Prevent, Protect, Respond and Recover).
Security Risk Management, Training and Education — Strategies and tactics to raise security awareness among stakeholders particularly with respect to topics such as threats and vulnerabilities, incident rates of these factors in comparable settings and events, individual roles and responsibilities, security strategy and plan. Forums include tabletop discussions, field exercises and classroom courses.
