Scope of Services
Concept Development and Program Improvement — Comprehensive development of fusion center concept plans, including recommendations on leadership and staffing, phased-in technology roadmaps, process creation, milestones and benchmarks, budgets and potential sources of grants. Also comprehensive guidance on improving established programs in each of the areas outlined above.
Staffing, Policy and Compliance Reviews — Analysis of proposed or existing staffing requirements as well as policies, operating guidelines and standard operating procedures, including compliance with CFR 23 Part 28. Recommendations on improvements and guidance on execution.
Suspicious Activity Reporting (SAR) Optimization — Support and assistance in implementing or enhancing SAR processes, including evaluating alert, escalation and reporting thresholds and protocols and integration with established national practices and procedures such as guardian.
GIS Integration Services — Guidance on the critical issues, challenges and best practices fundamental to integrating location-based data in the fusion center with other data resources, such as law enforcement, fi re, public health and emergency management.
Crime Analysis and Trending (CompSTAT) Support — Assistance in helping police departments reduce crime through systematic data collection, automated crime pattern analysis, enhanced personnel and resource management and improved accountability.
